I would like to know if anyone

feeds their lamb to over fat and than exercises if off? I have been told some of the big time showmen and breeders to this with the lambs and it is supposed to build muscle I have never tried it

I have never heard to feed them to over fat, but I have heard that people don't exercise hard until the lamb has some condition. And when I say hard I mean tracking/treadmilling.

I wouldn't say overfat, but those lambs that look so bloomy as prospects have quite a bit of fat and seem to do better on a work out regime than a lamb that was really green.

Yes, that is generally what we do but I wouldn't consider it "over fat".  There are two categories of exercise for us...Cardio and Muscle building.  You can build muscle when they don't have much fat but we avoid cardio until they have some fat.

From my experience, once one is overly fat its hard to get them handling "right" again.  We have a ewe lamb on our jackpot string now that has been chubby since the end of May and even with lots of sprinting, high protein supplements, and very little grain she just seems to maintain her very fleshy condition.  Everyone loves her, but we only run her in the breeding classes now as she is way too soggy for the market classes and gets rolled pretty hard in those, but was champion breeding ewe at a show.

muscle is genetic  . period.  All of the legal things people do will have a slight impact on that. Treadmills,tracks and topdress.
Other enhancements  often have a very profound impact on muscle shape.
